It's a Grommet
Two part grommet worked just as it should. While it was thoughtful for the seller to include an after-dinner mint, a reasonable shipping rate for this little featherweight would have been much tastier.

The little grommet that could...
Its a grommet and it works, the only downside is that the flange doesn't stick out much, so if you botch the hole you make in the countertop, this likely won't cover or hide your mistake... Other than that, it works..
