This report and its recommendations come at a particularly critical time in the nation's history: in the face of looming fiscal imbalances, the president and Congress have committed to strengthening the Social Security system and increasing retirement income for all Americans. Improved federal revenue projections provide a unique opportunity to meet these promises. Working on the issue over the past two years, the National Commission on Retirement Policy has developed the only policy framework for reforming Social Security that has bipartisan support in both houses of Congress. The plan is comprehensive, fiscally responsible, and bold, and it is set forth in detail in this, the NCRP's final report.
