It is the hard hearted question that the US must ask in the post cold war era. As we witness the carnage in trouble spots around the world, what will we tolerate, and what is so terrible that we must intervene? Liberia is not as close as Haiti, does not have the oil of Kuwait, and has not been covered on the evening news the way Somalia and Bosnia were, but a brutal civil war most of us barely knew about was taking place.

There's something else about Liberia, the long US involvement in the country. From the freed American slaves who landed on the west coast of Africa in 1822, it has been a kind of quasi colony of the US ever since. As of 1996, some 2,000 US troops were stationed on ships off the coast, while a small band of diplomats did what they could on the ground to protect lives.
