A little damp without one, dry as a bone with one. Very effective at keeping water out. Note: I'm a lake and mild river kayaker. I don't know how well it works under whitewater conditions.

I bought the spray skirt for my Advanced Elements inflatable kayak: the Dragonfly. I use it in the winter months when getting wet is just too cold for comfort. It kept me kayaking no matter what the weather. It fit around the inflated tubing edges and stayed put. It is heavy and durable. I'm looking forward to using it next winter. True, I live in NW Florida and I'm not talking about temperatures below freezing.
