This napkin holder does exactly what you want - let's you grab a napkin while holding the others back. The acrylic weight is light enough to allow swift napkin-grabbing. If you snag another napkin, the weight and the walls of the container catch it (though the snagged napkin might look funny partially sticking out). Too quick of a movement might send the weight up and over though. Works well. If only it was fancier...
