This work provides biographies of more than 500 individuals who have served as admiral, vice admiral, or rear admiral. While officers from the U.S., British, French and Japanese navies make up the bulk of the work, biographies are included on admirals from 22 countries, including Australia, Canada, Germany, India, Italy, the Netherlands, Russia, and Spain. The majority of entries are detailed, although some are shorter because of limited records or lack of information. The main criterion for inclusion was that each person must have actively served in the rank of at least rear admiral, although each individual did not necessarily become involved in enemy action. This effectively rules out people who were granted the rank on retirement, as a courtesy title or posthumously. The book also includes a list of admirals organized by nationality and a timeline.

The biographies in this volume are of admirals, rear admirals, and vice admirals, primarily from the U.S., British, French, and Japanese navies along with officers from 22 other countries, including Australia, Canada, Germany, India, Italy, the Netherlands, Russia, and Spain. Entries, though typically about 300 words long, are tightly packed with facts—all the essentials of an admiral's naval assignments as well as something about the subject's achievements that qualified him or her for inclusion. Following the A–Z entries are lists of “Admirals by Nationality” and “Admirals by Year of Birth.” Historians and others will complain of omissions. Only those who “served in the rank of at least rear admiral, although not necessarily in enemy action,” are included: “This rules out people who were granted the rank on retirement, were given the rank as a courtesy title, or—in the case of those known as ‘tombstone admirals'—were granted the title at their death.” Even of the admirals who meet the main criterion for inclusion, Stewart covers only those who “achieved remarkable exploits and contributed much to the history of their country.” Even so, there are entries for more than 500 men and (a few) women.
