I used this brush to clean up rust on several items, including a hoe.

You'll need the high speed of a small angle grinder for this to work well. The wire brush needs the high speed (11k rpm more or less) to knock off the rust. If you use a lower speed and try to bear down, all you'll do is break or bend and distort the wires, and won't get much rust off.

The knotted design (twisted, actually) makes the wires resistant to bending and breaking and gives them additional stiffness, which, when combined with a high speed, make this a most effective rust removal tool.
