A very good, but uneven book, December 30, 2002
This review is from: Advanced Vehicle Stop Tactics: Skills for Today's Survival Conscious Officer (Paperback)
I first considered giving this book 5 stars, but then decided 4 would be more appropriate. The book is written in a clear and easy to read style, with some drawings and photographs. The first half of the book covers low/unknown risk stops, and the second half focuses on high risk stops.
The first half is exellent, and contains a lot of very useful information (several ways to overcome the problem of tinted windows, for example). The second half is not so good, and the book gets a bit repetitive towards the end. However, the tactics in this book are realistic and simple enough to remember even in a high stress situation. And there is a lot more information you would expect to find in a book of a little over 100 pages.

Solid Information on Vehicle stops, April 1, 2011
This review is from: Advanced Vehicle Stop Tactics: Skills for Today's Survival Conscious Officer (Paperback)
Advanced Vehicle Stop Tactics: Skills for Today's Survival Conscious Officer by Michael T. Rayburn is a solid book covering the basics of vehicle stops. The book is broken down into two sections:
1. Low/Unknown Risk Stops
2. High Risk Stops
Low/Unknown Risk Stops
Rayburn defines the Low/Unknown Risk Stops into two basic categories:
1. Traffic violation or traffic enforcement such as red light violations, speeding, etc.
2. Investigative stops such as suspicious activity, be on the lookout (BOLO), etc.
This portion covers passenger vehicles, motorcycles, buses and semi-trucks and goes into details such as planning your stop location, pullover procedures, positioning your vehicle, pre-exit, exiting your vehicle, approach of the stopped vehicle and termination of the stop.
There is a good section discussing how to handle issues with dark window tint and another section explaining how windshield glass differs from other windows in the vehicle. This is important for an officer who needs to shoot through the windshield as the windshield will effect ballistics.
High Risk Stops
A High Risk Stop is defined as: "Any stop which poses a significant risk to the officer when dealing with the occupants of a motor vehicle. Situations that may fall into this category are known or suspected felons, an armed individual or any potentially dangerous person."
When discussing the tactics relating to a high risk stop Rayburn covers the following: initial communication with dispatch, pre-stop period, surveillance, pre-plan stop location, coordinate with cover, preparation, the stop, vehicle positioning, verbal commands, removing vehicle occupants, areas of concern, clearing the vehicle, the horizontal angle of incidence (slicing the pie), windshield glass and clearing the trunk. Also discussed are High Risk Stops for other vehicles such as a motorcycle, van/camper, etc.
Rayburn stresses the importance of always having a plan that is flexible and dynamic to the situation should a problem develop from low risk to high risk. While the book is called "Advanced" Vehicle Stop Tactics the book is actually pretty basic as it should be. Anyone who reads this book should understand that tactics change and there are other ways to conduct vehicle stops that are not included in this book. Advanced Vehicle Stop Tactics used a lot of diagrams and photos to explain the tactics. The photo quality is acceptable but could be better. Not a deal breaker though if considering this book.
Overall, a very good book that adequately covers the basics of vehicle stops.
