About the Author

Charles F. Spence (Gaithersburg, MD), a general aviation pilot for 47 years, is the Capitol Hill reporter for Flyer and a veteran of aviation public relations and publishing. Past senior vice president of communications for Aircraft Owners & Pilots Association (AOPA) for 15 years, he is also a former newspaper man. Spence has been AIM/FAR editor since 1996.
