The U.S. Constitution and present form of government were developed not only by the group considered to be the Founding Fathers but by all the discussions and writings concerning the formation of government in all of the colonies from their inception. This set brings together 260 primary documents from 1578 to 1787 that form the basis of the colonial and pre-Revolutionary governments.

The primary organization is chronological. The volumes are organized in nine parts, beginning with "Ideas and Governance and First Charters" and ending with "Continental Congress as the National Government." Within these parts, most chapters group documents by place so as to show the development of ideas of governance in one place, beginning to end. Each chapter is introduced by an explanatory piece, sometimes only a paragraph or two, that puts the material in historical context. Although there is a bit of overlap with standard sources, such as Documents of American History, many of the materials presented here are difficult for an average library user to obtain.

This is an attractively packaged reference source, with a straightforward single purpose. The index covers concepts rather than document titles, but the comprehensive table of contents should suffice for titles. It is a recommended purchase for academic institutions with an American history program and desirable for larger public libraries. Danise Hoover
