This is a classic introduction to public policy. Charles Jones was a wonderful student of politics--and this book illustrates why.

The book takes a traditional perspective--exploring the stages of the policy process. Jones begins by discussing the policy process itself--and its key actors. Then, the stages: problem recognition, agenda setting (the process by which some issues get considered by government whereas others do not), formulating policy proposals, program legitimation, budgeting (a central piece of the policy process), implementing programs (putting them into operation), and evaluating programs (what are their effects?). The conclusion? What about program termination if a program does not work? And so on.

The book was published in 1984, so it is dated. And yet, as an instructor, I find many of his arguments still useful and refer to this volume often when I teach my doctoral class in public policy analysis.
