As the title reads, the film is focused on several characters in an apartment complex. Chad Lowe is a student who evaluates rats in a maze during the day, and the tenants who live in the apartment complex he manages are just as chaotic and out of control. The film has a couple of twists in the end, and was quite entertaining despite my low expectations. Fay Masterson has a substantial role as a stunning tenant abused by her boyfriend, and admired and lusted after by Lowe. Several other interesting characters fill out the cast, each adding their own traits and faults to the analogy of a bunch of rats running in a maze.

Love this movie. Took me long enough to find it and can't wait until it comes out in DVD. I suggest this product to anyone that enjoys odd murder mysteries.

Don't let Tobe Hooper's involvement in this mess fool you. This movie is not scary, there is no suspense, and there is virtually no gore or violence. The plot revolves around a college student who gets a job managing an apartment complex. Strange people live there. That's about it. The plot is non-existent, and there are no chills at all. It's somewhat funny at times, but I think the joke is ultimately on the viewer. Tyra Banks is only in a scene or two. Various fairly well-known performers must have had pressing mortgage payments. Taken as a flat comedy, it rates a "D" as a horror flick, an "F."
