A consolidated defence industry presents challenges for American military policy, competitiveness and international peace and security. How can the costs of weapon development be kept in check? With fewer competitors, how can innovation be assured? Is a more internationally-oriented industry compatible with continued US dominance in leading edge weaponry? Can proliferation of sophisticated conventional weapons be avoided? This work documents the defence industrial changes of the post-Cold War decade - why they happened and what they portend. It concludes by offering three different visions of the future: a fortress US/fortress Europe standoff; a go-at-it-alone American security strategy supported by a transnational defence industry; and a co-operative security/conflict resolution oriented alliance, which would slow arms innovation and restrain the spread of conventional arms.

Ann Markusen is an economist and senior fellow for industrial policy at the Council on Foreign Relations, and State of New Jersey Professor of Planning and Public Policy at Rutgers University. Sean Costigan is the editor of Columbia International Affairs Online. From 1995 to 1998, he served as research associate for international political economy and industrial policy at the Council on Foreign Relations.

More About the Author

Sean S. Costigan is Project Leader at MIT Cognet and teaches information technology at The New School. In 2010 he was a visiting fellow at the University of Calcutta's Institute of Foreign Policy Studies. Previously he taught at the Graduate Program in International Affairs at the New School, consulted for the U.S. Department of Energy, and was Director for Strategic Initiatives, Center for Security Studies, ETH Zurich. He is co-chair of the Economics of Security Study Group and chair of the editorial board, Partnership for Peace Consortium of Defense Academies and Security Studies Institutes. He previously served as Executive Editor of Columbia International Affairs Online, Research Associate for Science, Technology and Defense Industrial Policy at the Council on Foreign Relations, and on the staff of the Center for International Affairs, Harvard University. He writes and speaks on information technology, international policy, cybersecurity, environmental security and the history of science.

THis edited book covers all the major issues of American defense planning, procurement, the military-industrial complex and so on. The range of views represented here covers the gamut pretty well, from the anti-proliferation side (an excellent, albeit brief chapter by Lora Lumpe) to those who just want the arms industry to run more efficiently, this is a great resource. If you want to know how, who, when or why regarding the defense industry in the 1990s, this is essential reading and a really handy reference. Flamm's chapter alone makes it worth getting, I thought, and was much more readable than his work in Susman and O'Keefe.

There are other books on this subject, but most have more bias than this, and the authors collected here are so knowledgeable that their work is likely to be included in any other edited book. If nothing else, this is more recent than most of those, which makes it valuable
