If it is a prepaid SIM with a set amount of data on it already then yes. Otherwise no you will need a SIM and a data plan. Unlocked just means you can use a SIM from any carrier and the device itself is not locked to just one carrier (i.e. AT&T, T-Mobile, etc).

The 2B32-LTE has a microSIM tray on the lower right side. Only the LTE version has the tray. I am currently using this tablet on T-Mobile after cutting down my standard SIM card.

I have set up VoIP phone access with it with NO problem! (it's now a phablet?!). Home # via GV > OBi100/Vestalink, then N7 via the Cloud Softphone app, (linked with Vestalink), and as a backup/alternate, I also have GV available on it, (via G+/Hangouts app). I am really happy about that and BTW, they both work *really* great on the N7! -A

Yes, unlocked all the way - I purchased it from Google but use it in Pakistan. My sim works just fine in it. And also without the sim it works. No complains from any angle.
