I had some problems with the check valve/bubble counter. Basically, submerging it in water would not fill it up. I had to "inject" water from the aquarium with a syringe in order to make it work.
On a first run the system takes a while to settle, the gauges are meaningless for the first few minutes. Note that the precision needle valve closes to the right and opens to the left. Make sure you have it all the way to the right (closed) before you open the CO2 flow or you will get a CO2 gas flood. Then slowly adjust the rate by rotating the needle valve to the left and checking the bubble counter.
I've been using one for about two years now and am very satisfied with mine. My only small regret was not buying it's big brother with six outlets. ;-)
