A faculty member at London University's School of Oriental and African Studies masterfully tackles the daunting challenge of deciphering Syrian-Iraqui ties during the past 20 years, when the two nations were dominated by the Ba'th political party, which assumed it was possible to be loyal to both. On the contrary, as Kienle shows, the Syrian and Iraqi Ba'thi regimes sought to destabilize each other as part of their competition to control the Arab world. Both Damascus and Baghdad--territorial rather than nation states--sought legitimization from outside forces, but economic cooperation with the West benefited only corrupt government officials. The results, says the author, were shaky allegiances and inter-Ba'th tensions. It was not surprising, therefore, that Syria sided against Saddam Hussein's regime in the aftermath of the latter's August 1990 invasion of Kuwait. Essential for the serious student of contemporary Arab affairs.
