Robert Fogelson takes a scholarly look at the challenges of big city police departments circa the late 1970's. Fogelson focuses more on administrative and political challenges than of those faced by officers on the beat. Readers get a feel for what police departments and their chiefs face, but only a lesser look at the challenges faced by ordinary patrol officers. In his scholarly approach, Fogelson seemingly uses the IACP (International Association of Chiefs of Police) as his primary source. I read this book for a college course in the 1980's and wasn't pleased with the author's thick style. Still, I came away with greater understanding.
