Lisa, a young Russian émigré new to New York, and Roy, an African-American apartment manager, bond as they eke out a meager living on the city's Lower East Side, but their budding relationship is thwarted by economic realities and personal responsibilities. Set in the early 1990s, before gentrification, Black & White captures the gritty locale as well as the difficulties of escaping a fringe existence. The film is populated by an assortment of bohemian artists, disenfranchised immigrants, sexual surrogates, and working class stiffs, who respond to life on the edge of society in different ways.

Lisa, a Russian immigrant, and Roy, an African-American building manager, meet after Roy stops an attack by an ex-boyfriend. They begin a budding relationship complete with late night bike rides and swims at a local gym. Yet, the relationship is always already thwarted by outside forces, such as the owner of their apartment building, Atkins. Frumin captures the pre-gentrified "gritty" feel of the lower east side of the early 90's as it chronicles the pair scraping by on meager earnings. He also explores the complications that arise when two people of different cultural backgrounds interact and the genuine power struggles of the lower classes in the U.S.
