They get worse. GRRM does not have a long range plan in mind for each character but makes it up as he goes along, so the first book is the strongest.

In my opinion, it gets better and the pace picks up in books 2 and 3, then slows down a lot more in 4 and 5. I've still enjoyed all the books, but if you find the first one to be really slow you probably won't like the most recent two.

I could barely get through the first book. It just wore me out. Maybe I set my expectations too high, but I just think it wasn't that great a read.

The plot and character development get insanely good in books 2 and 3...imho. They get worse afterwards.
