Many of the problems associated with international boundaries around the world are related directly or indirectly to the exploitation and transportation of energy resources. With each square meter of hydrocarbon-bearing territory worth potentially millions of dollars to the state which controls it, oil- and gas-rich borderlands are often subject to competing jurisdictional claims, some of which generate serious friction between neighbours. Even where no jurisdictional dispute exists, tasks such as the division of energy resources which straddle international boundaries and the transportation of oil, gas and electricity from source to market frequently involve numerous national and international agencies and can be extremely difficult to coordinate. This collection of papers by leading international experts explores the relationship between boundaries and energy on land and at sea. Global overviews are combined with detailed case studies to produce a comprehensive survey of the key issues confronting governments and the energy industry in this increasingly complex area. Contributors also discuss a range of ideas for overcoming boundary-related problems which are hindering the development of energy resources in various parts of the world. The papers in this volume represent the proceedings of the fourth international conference of the International Boundaries Research Unit (IBRU) held at the University of Durham on 18--19 July 1996. IBRU works to enhance the resources available for the peaceful resolution of problems associated with international boundaries on land and at sea around the world, including their demarcation and management.
