The main objective of this text is to analyze Brazil's strategy in the Uruguay round of the GATT talks, focusing on the issue of services and why Brazil changed its mind in regarding these services. The book looks at three instances chosen for analysis - the discussion before the Uruguay round where Brazil and India led the ten less developed countries in obstructing the inclusion of services on the agenda; the first year of the Uruguay round when Brazil was persistant in this opinion; and in Montreal, 1988, when Brazil supported the principles which guided an agreement with GATT. The author looks at Brazil's decision making process and at Itamaraty, Brazil's foreign ministry in charge of international agreements, why Brazil was against the liberalization of the service sector, and by looking at external and domestic factors, why Brazil changed their position in during the Uruguay round.Brazil's oppinion that GATT should not deal with services.
