One of the Foundational Studies in the History of the American State,

A little too optismistic about the ability of experts to use government authority to plan the direction of a society...and certainly too friendly to Woodrow Wilson and the American mobilization for the First World War (which is presented as a legitimate challenge to American state capacity)...nonetheless, this is one of the four or five most important works in American political history published in the last half century...and that is true even if you have to wait for the distributor to deliver it...
