From Chapter 2:

The most important task for Myanmar today is the promotion of economic and social development, while acknowledging the importance of the cultural heritage of the people. This chapter first outlines the socio-economic development of Myanmar and then describes the cultural background, with emphasis on aspects peculiar to Myanmar.

When it took power in September 1988, the State Law and Order Restoration Council (SLORC) discarded the central planning type of economic management and adopted a market-oriented policy. The main objective of Myanmar's development overall economic growth in combination with preservation of the environment. Towards that end, a short-term plan was drawn up and is currently being implemented.

The key objectives are increased production, especially in agriculture, and increased export earnings from both goods and services.

Since adopting a market-oriented policy, Myanmar has recovered from the setbacks caused by the political disturbances of the late 1980s and gained momentum in its development efforts. GDP growth rates in 1992-93 and 1993-94 were 9.3 and 6.8% respectively.

Savings and investment rates in Myanmar are averaging 12% and 13% of GDP, respectively. These are not sufficient to sustain rapid economic growth. However, export promotion, market orientation and financial sector developments could stimulate greater domestic savings in the years ahead. Myanmar, as an export-oriented market economy in pre-war days, was able to save as much as 20% of GDP.

In the past, inappropriate macroeconomic policies and price controls adversely affected the agricultural sector. Since the decontrol major agricultural products in September 1987, and the adoption of a market-oriented system, agricultural production has picked up momentum.
