Gr. 4-6. These titles in the new Watts Library--U.S. Government & Military series focus on the history of each organization from its beginnings until September 11. Less attention is given to each organization's structure and mission. The short format of these books leads to some sketchiness as major events are covered at lightning speed and some significant details are omitted. For example, J. Edgar Hoover's deep suspicion of the civil rights movement is mentioned but not the fact that he ordered the bugging of Martin Luther King Jr and illegally collected information on his private life. Still, the author doesn't shy away from the many controversies that have dogged both organizations in the past, although those that have surfaced in the wake of September 11 are not mentioned. Plenty of black-and-white and color photographs help illuminate the text, and the back matter includes a brief time line, glossary, and short paragraph by the author discussing the sources used. Best for libraries that need materials on these organizations for a younger age. Todd Morning
