In the last 2 years leading to 2000, after decades of instability, the new coalition government of Cambodia has made poverty-reducing economic development its first priority. To achieve this, it has made strong commitments to good governance, including sound macroeconomic and financial management, pro-poor policies, effective delivery of public services, and enforcement of contractual and property rights. This study, prepared by the Cambodia Development Resource Institute under the overall supervision of ADB, shows how the Cambodian government's reform programs, if implemented on a full scale, can have a major positive impact on Cambodia's economy in the span of two decades.
