Can I print from a negative

Yes, bring it into a photo center like Walmart, Walgreens or Meijer, they should be able to do it for you.

I use Photoshop Elements for digital pictures. If you are talking about a nevative from film, you would have to scan the nevative to make it digital. I have a scanner that I scan 35 mm slides and use photoshop to make them look better. I have never scanned a film negative, but I guess I could. If you are using a PC, and not a Mac, use control i and it should change it back to a positive. With a Mac, use Command I. If you have a positive that you want to turn into a negitive, control i will do it and it should print. I don't know if this answers your question or not. Not all scanners will scan a 35 mm slide, and probably will not scan a negitive, It must be one that will scan 35 mm slides.
