In my case I upgraded to 2013 from 2011 so I did not specifically perform this operation. However Quicken is compatible with its own previous versions, so yes, you would be able to upgrade from 2007.

When you install Quicken Deluxe 2013, you are asked if you would like your saved Quicken files from an older version imported to your 2013 version. That's what I did and it worked fine. (I was using version 2010.)

Shouldn't be a problem. If so, Intuit will support an installation for no charge.

I used files backed up from my 2004 quicken and it worked seamlessly. If you have doubts, used their chat at the quicken website. They were very helpful for me.
