About the Author

BAKVIS - BA (Queen's), MA, PhD (UBC). He is the author of Regional Ministers: Power and Influence in the Canadian Cabinet (UTP, 1991) and co-editor of The Hollow Crown: Countervailing Trends in Core Executives (Macmillan, 1997)(with P. Weller and R.A.W. Rhodes) as well as several articles on federalism, government organization, electoral systems and political parties, and policy capacity. In addition to federalism and labour market development, his research interests include party finance and electoral law and the role of think tanks and management consultants in the policy process. SKOGSTAD - is a graduate of teh University of Alberta (BA Hons, MA) and the University of British Columbia (PhD). currently a Professor of Political Science at the University of Toronto, she has a long-standing interest in Canadian federalism and public policy. Her work has focused in particular on the interaction of intergovernmental relations and organized interests in shaping Canadian agricultural and trade policies. Among her publications are Policy Communities and Public Policy in Canada (with William D. Coleman) and several articles that explore the role of ideas, political institutions and policy networks, and internationalization in shaping agri-food policies in Canada, the United States, Australia, and the European Union.
