Capella's Golden Eyes is a good attempt at world building. The culture and structure of an interstellar colony is described, but as is so often the case, the characters seem one-dimensional and unemotional. The structure of the book doesn't help, either. Starting out with a mysterious group of aliens coexisting with the human colony, two disappearances and an enigmatic death one might think that the book would climax with the unravelling of these puzzles, but it doesn't. The book resolves things in an off-hand way and fades out, rather than closes with a neat finish.
