A remarkable cat was once born in the little town of Felicity-by-the-Lake, a cat with fur that seemed to shift color in the slightest breeze. His name was Ulwazzer, and he was a wanderer; he spent months at a time roaming the world. Sooner or later, though, he always returned to the beautiful place where he'd first opened his eyes.

But on one visit, Ulwazzer found that his village had changed. A gloomy silence hung over the houses. The lake was empty of swimmers, and there was no giggling crowd at the ice cream shop. Instead, there was a greedy new mayor named Hoytie who was in the process of claiming every town pleasure for himself and his family.

Could clever Ulwazzer find a way to save the town? Would the help of a kind girl named Daria and a team of angry waterfowl be enough to defeat the mayor? All the cat knew was that he had to try.

Strong prose can't compensate for a less-than-enthralling plot in Bauer's (Satyrday) tepid offering, which takes place in an indeterminate past. The happy citizens of Felicity-by-the-Lake are taken in by flattering newcomer Jeremiah Hoytie and elect him mayor over the far more worthy local candidate. But under his smooth exterior, Hoytie is greedy, selfish and mean, just like his wife. The proclamations the two devise to enrich themselves at the expense of the villagers ("From this day forward, anything which does not belong to you belongs to Prucilla and Jeremiah Hoytie") would be laughableAexcept for the presence of their dim-witted giant of a son, who happily serves as enforcer. Luckily, the Hoyties' spunky ward, Daria, and a special cat named Ulwazzer manage to convince the complacent townsfolk to shake off the yoke of the Hoyties and send them packing. There is little tension, less suspense and nary a doubt that Daria's story, like the books she most enjoys reading, will have a happy ending. Most of the pleasure comes from laughing at the Hoyties, who, in both the text and Raglin's (Deputy Dan and the Bank Robbers) comic line drawings, are ridiculous enough to elicit a few chuckles, if no real laughs. Grade 3-6-Ulwazzer is the color of burning leaves and smoke. Although born in the town of Felicity-by-the-Lake, this feline is a wanderer. When he returns from his latest sojourn, he discovers his beloved, happy town has changed. The newly elected mayor, Jeremiah Hoytie, won the villagers' hearts with sweets and a deceptively sweet disposition. In reality, he is a despot, making proclamations in an effort to control the town and take all of his constituents' money. Ulwazzer befriends the mayor's young orphan cousin, discovers the villain's plans for the town (including killing all the cats), and rallies all of the animals, wild and tame, to scare off the Hoyties. In this droll story, the cat is cleverer than the humans and he is unwilling to abdicate his ability to think and act for himself. The villagers learn their lesson and resolve never to have a mayor again. The author's message is lightened with humor and fanciful exaggeration. Raglin's illustrations highlight the silliness. Fun, but not essential.
