The 2005 Rae Review challenges all those who work with higher education in Ontario. The report, Ontario: A Leader in Learning, addresses the quality of higher education and training, the overall design of the postsecondary system, accessibility, current under-funding of universities and colleges, availability of loans and bursaries, and accountability and governance in the postsecondary sector. The studies in A Challenge for Higher Education offer a critical analysis of the recommendations in the Rae Review and provide background context for evaluating and understanding the report's recommendations.
