This report reviews the dramatic changes occurring in the commercialand foreign space sectors, the ways in which emerging commercialspace capabilities can be used by the U.S. military, and what advantagesadversaries may gain by exploiting those same capabilities.These changes in the space environment present the Department ofDefense (DoD) with opportunities and challenges-challenges andopportunities that are examined in this report with particular referenceto the space control mission area.This report should be of interest to Air Force and DoD leaders, planners,and strategists who are concerned with the use of space assetsby the U.S. military and potential adversaries, and those engaged inemerging commercial and foreign space capabilities and in the spacecontrol mission area.This report summarizes work done in the Future Role of the Air Forcein Space Project and was carried out in the Force Modernization andEmployment Program of Project AIR FORCE.PROJECT AIR FORCEProject AIR FORCE, a division of RAND, is the Air Force federallyfunded research and development center (FFRDC) for studies andanalyses. It provides the Air Force with independent analyses ofpolicy alternatives affecting the development, employment, combatreadiness, and support of current and future aerospace forces. Research is performed in three programs: Strategy and Doctrine, ForceModernization and Employment, and Resource Management andSystem Acquisition.
