If a police department or county sheriff's department wants to have a chaplain program, this is the book that can guide a committee through the process. It is written by highly qualified chaplains with many years of experience. Good resources included.

I am a Lead Chaplain for a State Police Department that is trying to find its way in organizing the chaplaincy. This is by far the best rescource I have founde. It is a must read for any chaplain or supervisor at any level of an agency that is either starting up or reviewing a chaplaincy program. It is thorough but it doesn't bog you down with needless details. It has answered questions I really didn't know to ask. MUST READ!!!

This book is a joy to read, and its title accurately states the contents. It is a good reference book to establish a chaplaincy program within a PD or SO; or to revitalize or enhance an existing one. It is geared toward law enforcement officers and law enforcement employees - it is NOT geared toward establishing a chaplaincy program for inmates/prisoners - this is a different vein, so a reader interested in that type of chaplaincy program should look elsewhere. But the authors do address this inmate program very briefly.
It would serve a chaplain serving inmates well to read this book, as it accurately represents law enforcement officers and employees mentality very accurately.
