This is one in a series of books. The heroine is "Shasta Masterson", the hero "Kane Stone". He is very much a stone man until she turns him back to a a mere mortal. She is a is legal lock picker , he is a spy with a ghost that will not allow him to accept her love. This book is set in Houston and involves the oil business at its lowest. A must read for those of us who love romanance with a shot of intrigue.

pywrit.com listed Superromance No. 160 as Shannon Waverly, Dear Villain. That appears to be confusion in both author and title, as well as series. Harlequin Presents No. 160 was Jacqueline Gilbert, Dear Villain (1976).
