Charger technical specification? Can anyone please tell me what is the output power in volts and if it's AC or DC?

9VAC 100ma is on the Black and Decker model no UA-0901 P/N 5102767-03 power adapter. 6V is stamped on the power adapter as well.

do you know which is positive (outside of jack or inside)? Usually it's specified. Thanks

The pin tip is positive

This power supply is a AC so it doesnt tell you which is the positive or negative side.

DC is a direct current, one line is a positive and the other is negative. AC is a alternating current so either is positive and negative vice versa.
