The Scotts usually have the lowest cost per wipe (per package price is about the same, but Scott has more in a pack than the others). However, the size is a bit too small, and they are a bit too thin.
Cottonelle has the best dispenser box to keep the wipes from drying out, and also dispenses easily. But, the texture is not as soft and the scent is not all that appealing.
The Charmin wipes have a nice scent, are the softest, and are priced decently (especially if you pick them up on an Amazon price drop plus a subscribe and save offer). The only con is that the dispenser box is not the best (note: a box is not included in this particular item - it contains only the refills. You can pick up a box at most retail stores that sell Charmin). The box does not have an effective seal to keep the pack from drying out, and it's very easy to pull more than one at a time. But, the refill packs fit inside the Cottonelle box, which is better designed to solve those problems.
A little Googling will find the truth, as well as Charmin's lies. Try this for starters:

I wrote to Charmin to complain. They responded promptly, acknowledging the smaller dimensions but not the reduced thickness, and offered coupons to appease my dissatisfaction.
I've spent years buying this brand specifically since I've evaluated several other similar products and concluded that Charmin's were the best. Unfortunately that is no longer the case, so when my 12 packs of the old-style Freshmates are all gone, I will be buying a different brand.
One last comment: I'm suspicious of all of the recent five-star reviews with no substance.
Charmin Freshmates are pretty similar in both thickness and in softness to comparable products on the market. I found them to be both practical and useful. In this particular quantity, you are getting 12 individual packets of 40 sheets each--and while they are specified as a refill to a larger plastic container, they can certainly be used as is. The packets have a handy dispensing slit and are fully resealable. As there are 12 packs, you can have them easily in multiple bathrooms and they are optimal for travel if you carry some type of bag or purse if you are needing freshness on the go.
One drawback in my estimation is that they have a heavy scent. Somewhere between perfume and flowers--but definitely sweet, sweet, sweet. If that's not a problem, you should find the Charmin Freshwipes a good addition to your daily duty. I personally have preferred them to tone it down a bit!
And as of 10/27--Amazon has a product picture of toilet paper to represent this item which I assume they will change eventually--but these are moist wipe towelettes only.
First off, the picture doesn't always come up properly (you have to pick the four of the wipes) as this is NOT toilet paper. This is the 40 count Refill pack, being sold as a box of 12 packs of 40 wipes in each.
Remember years ago when if you wanted a cleaner behind, you had to get some toilet paper or tissue and wet it at the sink then go to work, and the paper would start breaking apart? Well these Charmin wipes are a major advancement!
KEEP in mind you're going to need something to keep these in! Once you open a pack, unless you have one of the container holders for these wipes (sold separately) from Charmin, they are going to dry out. If you're in a spot where you don't have time to run to a store and pick up a container, you could use a zip lock bag as these wipes fit perfectly in a zip lock bag (yes this is what I did until I got to a store). But the containers are better as they allow you to tear them off better and are also air tight. And the containers come with wipes inside them as well, so you SAVE the CONTAINER. And if you have any of the competitors Charmin, their container will work as well (I found this out later).
These wipes "work" well. Not a replacement to toilet paper, but a secondary line of cleaning. Cleans you off good, especially during those smell, messy times on the toilet (OK that sounds bad but everyone knows what I'm talking about). Nice scent. Not a perfume scent. Soft on the behind. They're flushable, so it's not like years ago when you had to put them in the trash. And they don't break up while you're wiping! Very durable!
Try them, your behind will thank you, and you'll feel better.
