Roberts is never actually a BAD writer, even when writing this sort of stuff. (Full disclosure:I personally don't care for this kind of SF, and wouldn't have bought it if I knew what it was about!) To my mind, a good SF story is the kind Heinlein writes, with a solid engineering background to keep things from getting too crazy. This one fails that criterion.
