About the Author

With three books and more than fifty articles in print, John Clayton Thomas is known internationally for his research on various aspects of public management and public policy. Much of that research focuses on how citizens connect with their governments and how those connections can be improved – for instance, how citizens interact with governments through the medium of "e-governance" and how citizen input can be incorporated in performance measurement.  Dr. Thomas's research has appeared in Public Administration Review, the Journal of Public Administration Research and Theory, Administration & Society, Urban Affairs Review, and the Journal of Urban Affairs, among other journals. He also serves as one of three Editors of the American Review of Public Administration, one of the elite journals in public administration.

Format: Hardcover
The book is very readable. Its designed as a guide book with practical advice, discussion and case studies to illustrate applications. The book is organized by different concepts of the Public when they are being served/participating as a Citizen, a Customer and a Partner of government. Each section is then organized by principles of civic engagement, for example:

Customer principle #2 - Consider developing a centralized call center, like a 311 center;
Customer principle #9 - Stay active in the larger community outside organizational boundaries to gain a sense of relevant community opinions, perceptions and needs;

Citizen principle #1- Do not invite public involvement when neither needing more information or public acceptance in order to implement a decision;
Citizen principle #2 - In decision making with public involvement, leaders should behave in a trustworthy and transparent manner;

Partner principle #2: Where assistance is needed or desired from the public, simplify the task to the extent possible:
Partner principle #5 - Where assistance is needed or desired from the public, consider how social norms and social networks can be activated to motivate that assistance.
