About the Author

T. Alexander Aleinikoff is a senior policy analyst at the Migration Policy Institute and a professor of law at the Georgetown University Law Center.

Douglas Klusmeyer is a visiting scholar with the Migration Policy Institute and an assistant professor in the Department of Justice, Law and Society at American University. Both were formerly with the International Migration Policy Program of the Carnegie Endowment.

The authors have written a policy-oriented book on the ways in which liberal democracies should handle citizenship issues, especially in light of increasing migration. They overview current policies and philosophies on citizenship, and then recommend offering migrants citizenship after several generations in the country, allowing dual citizenship, allowing some political rights to non-citizens, and engaging permanent residents the social welfare system of benefits and responsibilities. Dry, but useful if you're interested in policy.
