This is one of my favorite epiosdes. It shows how the police can be hamstrung because the criminal knows the city, county, state, and even federal politicans and business people to tell the police to back off. It is one reason why we have multiple layers of law enforcement in this country. If the locals can't or won't do the job, then the feds have to step in. On the other hand, the feds sometimes are hamstrung so they have to get the locals to help them. Nickey Scarfo of the Philipadeia Mafia was brought down; however, the task force was headed by a Philipadeia police lieutenant. In Daly City, Henry Liu was killed by the Tawianese government using Chinese Triad members and the investigation was spearheaded by the Daly City Police with support from the FBI. The Tawianese government put pressure to get the FBI taken off the case; however, they were not successful with the Daly City police because they did not have the political connections at city hall to make this happen. If Liu was killed in Monterey Park City, the police would have be hamstrung because that city had many immigrants from Tawian and some of them were lobbyists for that government and sat on the city council which was against federal law.
