The book consists of 14 chapters written by separate authors, grouped into three parts: the problems to be faced, the lessons of past experiences, and a civilian defense policy. There is a general bias as a whole toward the idea that civilian resistance can be of value in national defense. However, the limitations of civilian resistance are covered repeatedly and provide the strongest theme throughout the book. Successful cases of civilian defense involved particular situations that allowed them to succeed. The level of detail is impressive.
