I received a copy of a disc (through mail) with all DLCs included and a steam verification code
You will need to be connected to the internet to install though
No actual downloading is required outside of the code verification

Worked for me!! And we live out in BFE with no reliable internet. 99% of the game and DLC is on the disk itself.

Try it and you won't be disapointed. BTW, Steam is owned by Bethesda. EVERY Bethesda game will have Steam installed.

So, this fix will work with EVERY Bethesda game that is on Steam.

Keep in mind they force you to download updates in order to play. Updates are a few gigs in size. And most public Internet places ban steam and block downloading from their service...... So it's not like you can even goto the local library take your laptop and bam update done.

You are not forced to download updates in order to play. In Steam, right click a game in your library and go to properties. Go to the update tab and change Automatic updates to "Do not automatically update this game". That should turn it off. I would not recommend this though.
