"A Commentary on the Chemical Weapons Convention" is written by two authors who have been involved in the negotiation of the CWC for a long time, including during the finalization of the treaty, and who combine legal and technical expertise. The Commentary provides a concise explanation of the numerous provisions of the Articles and Annexes of the CWC and their interrelationship. It is meant as a guide through the Convention. In the absence of State practice, the Commentary draws attention to provisions which will need further elaboration and clarification by the work of the Preparatory Commission of the CWC in The Hague. The Commentary is aimed at scholars in international law, disarmament and international affairs, but it may also be useful for governmental authorities involved in the preparation of the national implementation of the Convention, and for the chemical industry.

Editorial Reviews

Review

'"A work of meticulous scholarship, the authoritative and indispensable guide to a most important instrument of international law. It almost goes without saying that anyone seeking to understand, let alone apply, the Convention will need a copy of this book.'
"Cambridge Law Journal, (1996).
'"Each article is meticulously cross-referenced to any other article having a bearing on the topic of that article. [...] The Commentary will be of great assistance to those responsible for drafting national regulations ... and also to convince reluctant commercial enterprises to co-operate with the authorities.'
"International and Comparative Law Quarterly, 44 (1995).
'..". this book displays impressive levels of scholarship and insight and will be an essential acquisition, not only for bureaucratic advisers, but for all those with a serious interest in arms control and disarmament.'
"Pacific Research, (1995/1996).
'"Their work is likely to be of use, not only as a work of reference, but also for its incisive and thorough analysis of the Convention as a whole. [...] this book's wealth of detail is likely to render it useful long after the Preparatory Commission has completed its work.'
"American Journal of International Law, 89:1 (1995).
