This updated edition of this estimating manual gives contractors, engineers and managers two quick and inexpensive methods for estimating realistic design and construction costs of chemical/petrochemical plants, refineries and similar industrial facilities. One method, with an accuracy range of +/- 30 per cent, is suitable for determining plant feasibility in the early planning/evaluating stages; another method produces an estimate of total plant costs with +/- 10 per cent.

About the Author

John S. Page has wide experience in cost and labor estimating, having worked for some of the largest construction firms in the world. He has made and assembled numerous types of estimates including lump-sum, hard-priced, and scope, and has conducted many time and method studies in the field and in fabricating shops. Mr. Page has a B.S. in civil engineering from the University of Arkansas and received the Award of Merit from the American Association of Cost Engineers in recognition of outstanding service and cost engineering.

This book provides a very useful tool for estimating new plant construction. John's estimating method is not sensitive to (or dependent upon) prices/market rates, so, even though the book is aging, it's still useful.

It can be a difficult to follow all the tables to extract the right numbers. Fortunately, John Page helped to create a computer program based upon the data in this book that facilitates the process. Look for the Conceptual Cost Estimator by InterPlan Systems.

Page's book in the 2nd Edition, is a very helpful reference. Incredibly detailed, it consists almost wholly of graphs which allow one to approach estimating with a high degree confidence. (The 1st edition dates back to the 1980's.)

Paperback, 326 pp with something like 280 graphs and introductory prose before each chapter.

Here's how Page lays things out in his Preface...

"Long has been the need for a manual on conceptual cost estimating that allows the construction industry and the engineering/manufacturing staff of chemical, refinery, and industrial plants to arrive at a reasonable cost for a specified facility. Simply to rely on past records...by no means justifies the construction cost of the plant. Management of all organizations concerned demands more reasoning...."

"When a project is in its planning stages, the cost of a complete design and definitive estimate would be, in most cases, too great to justify the design and estimate." "By using a very moderate flow sheet design, specifications, and/or equipment lists, by properly applying man-hours, dollars, percentage values (as are shown throughout this manual in graph and table form), and construction indexes, and by considering other items outlined in the Introduction, a total cost...should be obtainable for any location in the world."

At last I found a book which has all the necessary information for doing fairly accurate cost estimates for projects in the refining -and chemical industries. A real good tool for my work as a consulting engineer. Excellent!
