A good digest for information on condo association for the layman. Gives good, clear info on the laws. If you need more specifics, you'll need an attorney that specializes in condo/RE law.

If you need info on special assessments and how many owner are REALLY needed to pass (majority of OWNERS, or majority of THOSE VOTING, you'd better see two attorneys - and they will give you two different opinions. 1366 is a nightmare, and nobody wants to touch it. THANKS to to bozos in Sacramento for THIS one.

Pretty much what it gives you can find on the net searching by "Davis-Sterlin" and I knew most of it. Authors put those infomation in one book then gave it explanations of each item. The book doesn't say what I really wanted to know and still found anywhere, which is how can we do when or if we found a violation done by either property management company or board member or both(most likely case). It maybe that the government of Califonia intentionally skipped that part so that related agency won't get too busy getting calls but still want to appear that they are doing something good for the home owners, I don't know. This gives you two options for those homw owners who live in the community with corrupted association, move out without complaining or hire a lawyer using your own money to represent all other home owners. I sent a mail explaning our situation in detail to a lawyer who does cases around Davis-Sterling act. His reply, "You have a big problem, hire a lawyer immediately (but not him)" Does that tell you how effective the law is?
