This work focuses on why Pakistan has, in its 47-year history, failed in its search for a Constitution. The obstacles in the country's quest for constitutionalism, federalism, and political legitimacy have been identified through meticulous research. The ruling elite's inclination for authoritarian devices to the detriment of democratic institutions is incisively examined. The author reveals that every prominent politician of the country has indulged in tactics for scuttling the constitutional process, and highlights the role of the religious lobby and military dictators.
