I purchased and then returned this cooler, and I wanted to share my experience and the reasons why I sent it back.

Like other reviewers have pointed out there are more expensive coolers on the market that do just as good of a job as this one. There is plenty of surface area for good contact with your processor and this item comes with bonding liquid to use...

The Hyper 212+ is a must-have heatsink for your CPU if you do not wish to pay for pricy water cooling.

-Price

-Instructions
The manual has two to three pictures each step, along with the most minimal of a sentence that describes what the pictures want you to do. You're better off watching the youtube video that Cooler Master uploaded.
-Installation
Once again, I strongly advise just throwing out the given instructions and view the video that Cooler Master has uploaded to youtube. Installing was a bit tricky at first, one of the nuts refused to go the entire length of the screw, needed pliers to force it the rest of the way. After attaching the backplate, the rest of the process went very smooth.
-Performance
I installed this heatsink to a week-old i5 750 CPU. Temps were running 45C idle with stock heatsink. After applying the Hyper 212+, the i5 dropped to 28C idle. I have yet to encounter temperatures above 35C on heavy load. Overclocking the i5 to 3.6GHz, the temps rise to 37C idle, which is simply amazing. I previously tried to O/C with the i5's stock heatsink, and the temp skyrocketed to 65C after booting Windows.
-Additional Info
Comes with a 120mm fan attached onto the heatsink. The metal clips make it very easy to remove the fan for heatsink installation. Has an extra two metal clips in case you would like to add an additional fan on the opposite side for more airflow. In terms of noise, my case fans are louder than the packaged 120mm fan. The PC is positioned about 10 feet away from my bed, and I have no trouble sleeping because of noise.
The 212+ also came with its own thermal paste, a great little addition for those not wanting to spend $10 for a couple uses.

The only negative standpoint I would have with this heatsink is the size. Luckily, my case has a sidepanel window which bows out, allotting JUST enough clearance for the Hyper 212+ to fit. Make sure you measure the inside of your case before purchasing!

Other than water cooling, I have yet to purchase a heatsink that decreases the temperature by such a drastic amount. It is a great product for a cheap price, and I will be purchasing this heatsink for every new rig I build.

I stumbled upon this item on accident. I was originally looking at the OCZ Vendetta II but decided to pick this up instead because it was $7 cheaper, excellent online reviews, and future-proof ability. Installation was a hastle because once more I had to remove motherboard from the CoolerMaster 690, but I enjoy the peace of mind with a well mounted hefty heatsink vs the push pins used by other heatsinks of the same proportions.
I have yet to take advantege of using dual 120mm fans, the factory fan seems to be suffice to keep my 3.75Ghz 1.36vcore e5200 consistant at 52C 24hrs on prime95. I cannot distinguish between the noise of this and the three other stock fans in my case except for my XFX9800GT's factory fan. I will recommend this to any enthusiast and even lable the product a "must have". I am looking forward to mounting this on a future planned socket 1366 or 1156. Have a good day.

This is a great CPU cooler for the price. I can push my i5-750 to 4 GHz while keeping temperatures around 60C. I've chosen to throttle it back to 3.6 GHz for 24/7 usage so I can run at a more modest 1.3V and keep the fan at 80% where it's nearly inaudible. The sites that test lots of CPU coolers have shown this to have good cooling and noise performance.

My Gigabyte motherboard doesn't offer much control over the fan speed so I'm using the free SpeedFan program to control the speed for different temperature levels. At idle the processor is 38C and the fan is set to a silent 70%. At full load the processor is 53C and the fan is barely audible at 80%. I like my computer to be quiet.

The mounting bracket is a bit fussy but I had it mounted in 10 minutes or so. It has a backplate which is a good thing because it allows a tighter clamp and puts less stress on the motherboard. I'm cheap and I used the thermal paste that came with it.

I would recommend this cooler to anyone with a limited budget.
At 26 degrees Celcius room temperature, my i7-920 at stock speed stays at around 37 degrees, which isn't that good (almost same as stock cooler). HOWEVER, when I use Prime95 to stress my CPU, the load is only around 55 degrees. When I overclock my i7 to around 3.4 Ghz, it stays at 40 degrees idle and around 58 degrees on maximum performance.
Therefore, my conclusion is that while this cooler does not show much performance at low temperatures, its efficiency increases as the temperature goes up.
This cooler sells for around $30, and most people should be enough with this, unless you are going to overclock until your CPU becomes almost fried with extra voltage.
This cooler comes with its own thermal compound. The backplate was a little hard to install because the screws did not go through easily.
For installing an after-market cooler for the first time, it took me around 45 minutes to install.
The dual fan configuration does make a slight difference, but not so significant.
Fits almost any mid-tower case. I had an Antec Nine Hundred case, and this cooler fit in my case with over 5mm clearance from the top of the cooler to the side panel, although it blocked me from installing a side fan.

Another thing to note:
This cooler has a sleeve bearing fan. You CAN install it so that the fans are horizontal, but then the fans will be loud and have reduced performance and life. It is NOT RECOMMENDED to do so.
If you want to do the horizontal setting, either get a new fan with rifle, ball bearing or buy a cooler that comes with a rifle or ball bearing fan, such as Cooler Master V8 (Price: $70)

Conclusion: For around $30 I was able to cool an overclocked CPU to 55 degrees at 100% load, and 25 degrees at idle. Improved from Intel's Heatsink (70 degrees at 100%, 50 degrees at idle). Runs quietly, works very well, and highly recommended. Install not the easiest ever, but if you can assemble a PC from a stack of parts, this isnt going to be a challenge.

Thoughts:

1. This heatsink fits many CPUs/motherboards (1156, 1155, 775, AMD, etc.), which actually complicates installation a little. There are three different settings for the brackets depending on your motherboard and CPU, so you have to be sure and follow the correct instructions for your board. Not too hard if you know what the final outcome is supposed to look like. The enclosed instructions didn't show the settings for 1155 on it, so I just followed the 1156 instructions, which worked fine. SETUP = 4 stars

2. The heatsink is tall (it wouldnt fit in either of my standard Dell or HP cases based on the measurements), but fits fine in my Antec DF-85 case I bought for my new PC with room to spare. If you're unsure, take some basic measurements before ordering. DIMENSIONS = 4 Stars

3. It is quiet. There is a huge fan on it, but the fan doesnt any real noise at all when I tested it running by itself (case fans disconnected). Running with the 7 other fans in the case didnt change the overall noise profile. NOISE = 5 Stars

4. Running a i5-2500K CPU at 4.5Ghz (overclocked from 3.3Ghz) with Intel stock cooler and CPU running at 100% load: 70 degrees. Same CPU setup with Cool Master Hyper 212 Plus and CPU running at 100% load: 55 degrees. COOLING/VALUE = 5 Stars

6. You can buy and clip on a second fan to the heatsink. So one can push air through the back and the other can blow that air out the front. I think people call this "push-pull". With 8 fans running I dont need a 9th, so I dont know, but its great that you could add a little more cooling ability to the heatsink. EXPANDABILITY = 5 Stars.

I bought the Hyper 212 Plus to replace the stock heatsink and fan of the Phenom II 720 BE and I couldn't be happier with the performance. My system is overclocked to 3.4 Ghz and with the stock HSF it was idling at a little over 40 C and at load reaching up to 74 C. With the Hyper 212 Plus I am now idling at 30 C and only 50 C at maximum load. The fan is reasonably quiet even when pushed to the limit.

Installation was very easy, even though it does require the removal of the motherboard. Unlike a lot of people, I found the instructions reasonably easy to understand. It makes me wonder how much effort some people put into trying to figure things out themselves before running to the internet complaining how the product or instructions are poorly designed. I am by no means a system building expert, in fact this is my first build aided only by internet forums and reviews on sites such as Amazon.

This HSF is rather large so it's a good idea to make sure it will fit your system before you buy. Generally speaking, if you have a 120 mm exhaust fan in the back of your case the Hyper 212 should fit fine. (It was incredibly close fit in my Cooler Master RC 310 case, the copper pipes are about 2 mm away from touching the side panel)

I am simply amazed by the performance of this HSF. Sure, there are better looking coolers out there, but you'll be hard-pressed to find one with a better bang-for-your-buck ratio than the Hyper 212 Plus.

Installed the Hyper 212+ on a Gigabyte P55-UD4p with Shin-Etsu thermal paste and an i5 750. With the stock fan, voltage was increased to 1.375 and the blclk was raised to 190, yielding 3.8Ghz per core. The 212+ maintains 61 C at full load under these settings. This is an excellent value heatsink that is capable of keeping a high end chip cool under overclocking conditions. The Hyper 212+ also made the top 10 heatsinks at [...].

Kudos to Coolermaster for having this cooler available at the i5 launch. Amazon "free shipping" was painfully slow though. Bad Amazon.

A wordy review, but I wanted to fully cover the items that I found important to my purchase of this item as well as quell a few concerns I had from reading some of the reviews with low ratings.

QUALITY:

The cooler appears to be well made and is well packaged. I will note here that some reviewers have noted that there are small gaps between the copper pipes and the bottom of the aluminum base. The heat pipes are doing the work of cooling and I don't think it is a problem at all. Also, some noted that the base was not perfectly flat. Using a piece of glass I determined that mine was not quite flat but decided to install it without lapping. I think it performs quite well as is and will probably not remove it for lapping.

INSTALLATION:

The instructions are brief and simplistic (meaning they don't spoon-feed you). I personally had no problem following them and getting the cooler installed. From the time I started removing my old heat sink until I had the cooler fully installed was less than 10 minutes.

The cooler will move around some on the processor but after some pushing, pulling and moving it around, I don't believe there will be any problems. I use Arctic Silver's Ceramique paste, which is very sticky. This will decrease the already very slight chance of the cooler moving or pulling away from processor once it has set.

PERFORMANCE:

As far as fan noise goes, this seems to be very subjective. I personally found the fan to be very quiet. At its full speed of 2000rpm it is slightly louder than my 120mm case fans, but I still have to make an effort to hear the system from more than a few feet away. Making a guess, I would say that the Max 34dB rating is pretty accurate.

The specs for my system are: Window 7 32bit, HAF 912 mid tower, Biostar TA785GE-128M mobo, Athlon II X4 635 2.9 MHz proc., ATI 5670 video card, 2 SATA II HDDs, 2Gb Ram and a DVD burner.
I used prime95 set to `balanced' for testing and I used CPUID Hardware Monitor Pro to monitor temps. I let system Idle for an hour for idle temps, I then ran prime95 for an hour for max temps.

Stock cooler: Idle 27c, Full burn 59.4c max.
Hyper 212 plus: Idle 21c, Full burn 44.8c max.

I then over clocked the system by 15% by increasing fsb from 200 to 230 giving me a processor speed of 3.34Mhz. Using the Hyper cooler I got the following results:

Idle 23c, Full burn 51c max.

Final thoughts: I only installed this cooler yesterday so I cannot comment on longevity. I will follow-up in 1 month then at 6 months, unless there is a problem.
I will say that this is a well made product that does a good job of cooling my processor. There may be more effective cooling options available, but I don't think you can beat the price vs. performance of this cooler. I would highly recommend this product if you are looking for improving cooling over the stock cooler especially if you plan to moderately over clock.

I bought this cooler by mistake, i was a bit afraid cuz many people said this thing is huge, you need a big case, is a mess to set up, and lots of negative things, but is really easy to install of course you need to remove the MOBO but this is not a big deal... if you need some help just go to cooler master's site en get the installation video, this thing is huge for real! ok , so once i finished the installation, i was amazed.. this thing really did the job...

my system:

Pentium E5400 OC'd 3.75Ghz V1.36
ASrock p45X3 deluxe

Results:
prime95 24Hrs just 37C! fan is set at about 1000RPM

it idles at just 29C!

212+ dropped the temp about 30C!

I'm really happy with this thing! Kudos to Cooler master!

Instead of going into a deep gratuitous post, I'll just paste an example of my CPU temps, from before and after the install

BEFORE 30-60 degrees Celsius, depending on the load
AFTER 21-35 degrees Celsius, depending on the load. The chip is Phenom 550 Black edition, coupled with a gigabyte motherboard. For under $30, it would be hard to find a better cooling solution. Do make sure you use a good thermal compound between the heat sink and the CPU. MX-2 is what I used, on numerous recommendations of other techies.
