When it comes to conflict resolution, is an ounce of prevention worth a pound of cure? Leading scholars lay out an analytical and methodological framework for evaluating this question, and case studies on global hotspots from Bosnia to Somalia, Rwanda, Cambodia, and El Salvador (among others) put it to the test.

Editorial Reviews

Review

Tightly argued, well-illustrated, eminently readable. The authors confront head-on the main methodological problem, how one can foresee a developing conflict situation in time to take preventive measures. (Sir Michael Howard )

Excellent scholarship, outstanding selection of cases, and well written. The issues are handled extraordinarily well and the analytical framework is applied scientifically and rigorously. This book will make an important contribution toward what will be a continuing critical debate in the years to come. (Lawrence J. Korb )

Brown and Rosecrance's edited volume is a model of structured, focused comparison across a range of case studies. The distinguished authors analyze a variety of cases of recent domestic and international conflicts. In addition to its exercise in hypothesis testing, the book offers a valuable set of case histories, complete with maps and extensive documentation. Highly recommended for upper-division udergraduates and above. (Choice Magazine )

Crisply and clearly written. This volume advances the debate on conflict prevention by focusing on concrete costs and benefits. (Weiss, Thomas G. )

This review is from: The Costs of Conflict: Prevention and Cure in the Global Arena (Carnegie Commission on Preventing Deadly Conflict) (Paperback)
Note: Amazon has switched the authors' names on this: correctly, they are Michael Brown and Richard Rosecrance - I hope Amazon makes this right!

This is a solid volume with scholarly yet accessible examinations of several conflicts - some of which do indeed indicate that an ounce of successful, well-timed prevention (broadly defined) is worth quite a few pounds of cure. Thayer's meticulous study of UNPREDEP in Macedonia, the UN's first/only preventive deployment mission and a case all too rarely examined, is exemplary. Burundi is another intriguing case, as are Slovakia, Haiti and El Salvador. Yes, there are some dry numbers throughout the volume, but they are key to making the "value" point, and they do matter.

The book is well-arranged: by failed, initial and mid-conflict prevention case studies. That makes a lot of sense and helps the reader comprehend more about what the prevention efforts entailed in context.

If you've wanted to know more about conflict prevention (cure may be overly optimistic in today's world, sadly, despite the title), this is a terrific book!

P.S. Wish it were available for Kindle!
