She organizes the chaos of policy, politics and health care and finds solutions to the seemingly intractable problems we face in achieving better health for all not just here in the US, but for people around the world. She consults with pharmaceutical, biotechnology and medical device companies, trade associations and governmenthere and abroad.
With more than 20 years of experience, Dr. Crooks unique perspective is drawn from senior policy and line management positions in the government, association and pharmaceutical worlds. She managed reimbursement and quality reform efforts, directed AIDS policy issues, organ transplantation programs, drug-development needs for rare diseases, drug-pricing issues, pharmaceutical public-policy operations, new business start-ups, joint-venture partnerships and international government relations.
Her work is based on a tenure as a Reagan Appointee, and on the global policy operations she developed for Merck & Co., Inc., which was recognized by her peers as the best of the Fortune 500. Policys greatest contributions are made when they support operating, commercial objectives, as she knows well from her experience as vice-president for Worldwide Operations of Mercks Vaccine business and through her service of Boards of Directors.
Dr. Crooks devotes her time to professional and philanthropic endeavors as well, serving on the Board of Directors of several health organizations including Partnership for Prevention. She was a member of the National Council of the Institute for Child Health and Human Development, chairman of the National Commission on Rare Diseases, and received the Congressional Exemplary Service Award for Orphan Products Development. She is a recipient of the highest award in public health, the Surgeon Generals Medallion, awarded by C. Everett Koop.
Dr. Crooks holds a Ph.D. from Indiana University, awarded in 1977.

This book takes "Creating Covenants" to an entirely new level--adding both a global perspective and a call-to-action to the higher spirit in us all. Dr. Crooks again takes the complexities, rationalizations and schemes that exist to ration health care---and asks the reader to put them to a simple test. The test requires only that we ask whether or not the resources being applied are matched by the responsibilities being taken by the patient, the family/caregiver, the provider and the payer. This stunningly simple approach offers something positive for both the liberal and the libertarian---a new way to think about the funding and the delivery of healthcare. Dr. Crooks adds to this the compassion and "soul" for which she is so well-known to motivate us all to be better consumers or providers or payers of healthcare. The new ideas and global viewpoint make this a very worthy successor to "Creating Covenants".

"Covenants: Inspiring the Soul of Healing" could not have come at a better time! As healthcare consumers worldwide get more involved in their own healthcare - in both the choices they make and the consequences they risk - Dr. Crooks provides motivation and spirit to guide them forward. Her insight and well-informed view gives all "healers" (governments, providers, payors, manufacturers, and of course, patients - the ultimate healer of thyself) a creative and connected platform to rebuild the health relationships necessary for healthcare reform. I found value in the book as both a healthcare business woman and a consumer as well.
