Objective says:
Does damage from an EMP effect all electroncs, whether they are turned on (current running through circuits) or off (no current)? One source said it makes no difference if the electronic device is turned off or on; the same damage will occur in either event.

Is there any degree of difference of damage whether the device is on or off?

it does not matter whether it is on or off. If the device has solid state components and is not protected in a faraday cage it will most likely be fried if it is in blast range....
